Grand Theft Auto 3 Vice City - Deadman in Water

First you need a landmark for navigation. Lets use the Cherry Poppers Ice Cream Factory. When you are outside of the place head South pass the traffic light. Keep going until you get to Cam's Can Openers.(it's the pink building right across from the bridge. Now head south, but drive next to the ledge were the water is. Keep driving until you reach a dock where you will find a Coast Guard Boat. Take the boat and head North. When you pass under the third bridge look in the water for a bunch of rocks once you see them keep going untill you find some other rocks. Look around the rocks and you will find a deadman...

Also try a helcopter.
